The logo of the National Office for Identity Data, part of the Ministry of the Interior and Kingdom Relations, appears.
Text on screen:
Keeping sharp together on application and issuing
VOICE-OVER: "Separation of duties, known in Dutch as functiescheiding, is a legal requirement in the Netherlands and the Caribbean part of the Kingdom.
This means that at least three people must be involved in the application and issuing process for a passport or identity card.
One staff member accepts the application, another assesses and approves it, and a third staff member issues the document. The intake, verification and registration of the documents may be carried out by any of these staff members, or by a fourth staff member.
This measure helps prevent errors and protect staff against possible coercion or blackmail.
For more information about separation of duties and the exceptions to the rules, visit rvig.nl/samenscherp."
